Tier 5 Extension Update and American Wants to Work Act Status – Both the US House of Representatives and the US Senate are currently in recess. President Barack Obama had not included the Tier 5 Extension or American Wants to Work Act Bill as a priority when he called them for a special session last week.

American Wants to Work Act was introduced two weeks ago by Sen. Stabenow of Michigan. The bill contains the long awaited Tier 5 Extension Bill for 99ers.

“American Wants to Work Act” or Senate Bill 3706 is scheduled to go through the regular bill processes. These processes includes routing to the Congressional Budget Officer and the Taxation Committee simultaneously and then continue through the legislative process debate, vote, pass, and sign. Since Congress is in on a recess there will be no movement for the bill and 99ers should wait until the next session resumes.

Among the key provisions of the Tier 5 Extension Bill or the American Wants to Work Act includes the following:

Creating an additional tier of benefits for those who have exhausted their unemployment insurance;
Extending the successful HIRE Act payroll tax exemption through the end of 2011;
Doubling the general business tax credit to encourage businesses to hire the hardest hit Americans.

Is this or is this not the bill that only includes a Tier 5 for states with unemployment over 10% ?

If it is then it should be re written to include all states with unemployment above 5% Since employers are still refusing to hire the unemployed see “Unemployed need not Apply”
